Board Designated Oversight Committee (BDOC) for Credentialing Overview

The role of the Committee, on behalf of the SBCCOE, is to review and update the criteria, occupational experience and renewal requirements for each type of occupational credential.


The mission of the BDOC is: To promote and influence Career and Technical Education pathways by providing CTE students with well qualified instructors possessing appropriate occupational and educational experience and to review and recommend revision to update the criteria and process.

Goals:

  • Balance the implementation of credentialing.
  • Make recommendations of exceptions.  Create a process for accepting alternative criteria and credit for prior learning from credentialing applicants in order to promote recruitment and retention by eliminating barriers.
  • Make recommendations to revise the Rules and Regulations governing credentialing.

Exceptions Requests

To submit an exceptions request work with your college credentialing officer or with CDE. All applications must be processed through the appropriate credentialing body before an exception is reviewed by the committee.

Guidelines for reviewing exceptions requests

To make the review an equitable and objective process, the following guidelines are used for each review. 


GENERAL COMMITTEE MEMBER RESPONSIBLITIES:

Members are asked to understand the request for each application, compare to the specific requirements, definitions, and descriptions of the credential.  Next, the Members will review the exception request.  After the Members have completed the review of a particular application, discussion will begin on thoughts, ideas or clarification.  After all discussion is resolved, a group recommendation will be made. 

This recommendation will be to:

1) accept the exception as written;
2) reject the exception as written; or
3) accept the exception with a modification. 

This will be voted on by the present Committee Members with majority ruling

 

CCCS Follow up

After the Committee Members have made their recommendation, CCCS will review each applicant’s exception packet and accept or reject the members’ recommendation.  The decision of CCCS is final.  CCCS will contact credentialing officers or CDE to announce results of the exception request.

 

Secondary Recommendations:

  1. Effective April 2011: Mesa is an approved site to offer Academic Instruction coursework. Two semester hours mut be completed to meet integrated instruction credential requirements.
  2. Effective January 2011: For individuals who hold an initial ACE credential issued by CCCS before July 2009 who have the renewal requirement, EDCT 571 – these individuals can chose to complete their renewal requirement as currently written, EDCT 571 & EDCT 400, or EDCT 571 & EDCT 300 (for most applicants) OR they can chose to meet the new ACE renewal requirement EDCT 300 & 400.
  3. Effective October 2010: Applicants need to take renewal sequence at a single institution i.e. 300 (2sh) & 400 (2sh) at CSU OR 250 (1sh) & 251 (3sh) at the community colleges so all relevant content is covered.
  4. Effective September 2010: Jefferson county public schools can offer “CTE philosophy, operation, and management” with credit approved through Adams State College as an equivalent course to EDCT 300.
  5. Effective August 2010: changed the CTE director requirement from 10,000 hours of occupational experience to 6,000 hours.
  6. Effective June 2010: For people with initial business and marketing credentials, if they have the renewal requirement of “Business or Marketing Methods” this requirement is waived for renewal.
  7. Effective December 2009: Jefferson county public schools can offer “Integrated Instruction” with credit approved through Adams State College
  8. Effective December 2009: Jefferson county public schools can offer “Student Organization/Leadership Development and Industry Partnerships” with credit approved through Adams State College as an equivalent course to EDCT 400.
  9. Effective September 2009: Define "Full time teaching experience"  for waiving current occupational experience as more than half of their instructional load is devoted to the credential content area

Postsecondary Recommendations:

  1. Effective April 2011: Emily Griffith is approved to offer apprentice coursework in lieu of EDU 222 for part-time instructors so long as the apprenticeship content is at least 15 hours.
  2. Effective January 2011: Community colleges can chose to allow instructors to complete EDU 250, 260, 222, and 266 without credit with the same grading, criteria, and assignments as the for credit class to meet their credentialing expectations.  
  3. Effective October 2010: For part time applicants, if they have ½ of the required occupational hours an initial credential can be issued with the renewal requirement to complete the required hours before renewal of the credential.
  4. Effective September 2009: Define "Full time teaching experience"  for waiving current occupational experience as more than half of their instructional load is devoted to the credential content area
  5. Effective July 2009: For a full time initial credential application if a person has been teaching in their credential area for the previous 3+ years full time this can waive the “recent” requirement on their occupational experience.  For a part time INITIAL credential applicant if they have been teaching part time for the previous 6+ years in their credential area this can waive the “recent” requirement on their occupational experience. For BOTH of these (full or part time applicants) they will still need to document they have had the occupational experience at some point in their lives. However the recent teaching experience allows a credentialing officer to allow older occupational experience for the applicant.
